The B550 Tomahawk is also $140 rn (after rebate) and has some of the best performing VRMs as well. It is also a 6 layer pcb board, compared to the Steel Legend which is 4 layer.

Bios The OP can either get a loaner CPU from AMD or as suggested take it to a computer shop. The OP is also going to need a discrete graphics card.
