Oct 9, 2017 · It asked if I wanted to restart now or later, I selected "later". The PC has now been shut down and restarted several times, but the PC name has not changed. In the Settings > About menu, it says that the name is as set in the factory, but in brackets says "new_name after restart". The "Rename this PC" button is now greyed out. Is this a bug?

It then said right after renaming it that the change would take effect after restart. It's been 3 days now, with many restarts having been effected, but the PC name does not change !

I suspect your idea would have worked but as I posted above, the system allowed me to rename the computer a couple days later, trying the same things that had not worked before. I suspect one of the automatic Windows Updates changed something that made it work but I'm not sure.
