South Korea's transport minister said on Tuesday he intends to step down to take responsibility for the deadly crash of a Boeing jet operated by Jeju Air on Dec. 29.

South Korea plans to review the concrete walls positioned just beyond the end of some airport runways after an aircraft attempting an emergency landing smashed into one just over a week ago, killing almost everyone on board.

South Korea’s leading low-cost carrier, heavy with debt and its stock already near record lows, is now facing intense public and government scrutiny.

Investigators assessing the survivability of a plane crash focus on five factors: integrity of the aircraft, effectiveness of safety restraints, G-forces experienced by passengers and crew, the environment inside the aircraft and postcrash factors such as fire or smoke.
