Germany can impose more than €60 billion ($68.8 billion) in cost cuts in its healthcare system by 2030 with measures such as restricting doctors’ pay, reining in drug costs and shifting the financing for welfare recipients.

The discovery caused officials to evacuate 18,000 people on Wednesday, the largest such operation ever in the city, emergency services said.

Tens of thousands of U.S. soldiers are currently stationed in Germany, along with a small stockpile of tactical nuclear weapons.
