Is there a free entry into the park? I see on the website that there is an entry fee for vehicles. Pedestrians can be admitted without paying an entry fee ?

Yes, there is a fee for vehicles but there is so much room to park around Mile Square, you should be able to find a spot to park outside. There is so much to see in the park. Enjoy.
