I'm new to the area and have my own stand up paddle board. Any suggestions on public access points to the sound side? It seems (to a newcomer, anyway) that all of the docks are private!

The public dock is next to the drawbridge. You would start in the Intracoastal, but its actually a route that many SUP's take.
