A:
Certainly not on the spot. I'd check the web for a surf shop in Munich. If you're not shopping on Sunday you can get almost anything you want somewhere.

Do first timers are also allowed to do it after the requisite cost is paid ?
A:
no cost -- except the concussion protocol if you a beginner. I guarantee you'll need it.

Do they surf in the summer, or is there a chance to see them during October?
A:
I have seen them in November and December. There just might be a few less than summer.
