Hi, is Keibul Lamjao National Park open in July (first/second week)? Is this time worth visiting?

The best time to visit is between October to April. In July due to heavy rains, the park may not be accessible to the visitors. I am not sure whether the same is completely closed.
Hello. Is the park open on Sundays? We're a group of 3 people planning to reach Keibul Lamjao NP on 20th afternoon and plan to stay the night inside the national park and see around the next morning, which is Sunday. Is that OK?
